Liverpool’s transition to Net Zero by 2030 is supported by embedding the Carbon Hierarchy Lens (CHL) Toolkit and PF Options Configurator Tool into LCC’s project processes. These tools provide early whole-life carbon and cost intelligence, ensuring carbon hierarchy principles are integrated into "business-as-usual" decision-making. By prioritising the avoidance of unnecessary construction and selecting lower-carbon interventions across design and maintenance, the programme has delivered quantified savings across the network.
