ADEPT works with several strategic partners to support local authorities in building resilient and sustainable places.
One of our key partnerships is with the Environment Agency. We collaborate on a range of initiatives to strengthen local responses to flooding, coastal change and climate adaptation. This includes a collaborative agreement on the Flood and Coastal Innovation Programme, a joint webinar series and strategic representation.
Collaborative agreement: Flood and Coastal Innovation Programme
ADEPT has a collaborative agreement with the Environment Agency as part of the Flood and Coastal Innovation Programme. This partnership supports innovation and practical tools for local authorities, including:
- Adaptation Pathways – helping places plan flexibly for future climate scenarios.
- Rapid Adaptation Pathway Assessment (RAPA) Toolkit – enabling councils to undertake rapid assessments of flood and coastal erosion risks.
Joint webinar series
We run a series of joint webinars with the Environment Agency focused on flood risk management, designed to engage and inform councils across the country. These sessions provide valuable insights, updates and opportunities for dialogue between local and national stakeholders.

Strategic representation
Kylie Russell, ADEPT’s Deputy CEO, represents local authorities on the Environment Agency and Defra’s £25 million Natural Flood Management Programme Board, ensuring their interests are heard in national decision making.
The Environment Agency also regularly attends and contributes to ADEPT’s Subject Boards and Working Groups, helping to shape policy and practice across planning, housing, and environmental resilience.
