Liverpool's Sustainable Procurement and Contracting Toolkit is an interactive resource supporting the successful integration of greenhouse gas reduction initiatives into UK highways contracting. Covering each stage of the procurement process and contract lifecycle, the Toolkit (i) clarifies the applicable legal regimes and administrative requirements; (ii) sets out guidance on how procurement can be a vehicle for meaningful innovation; and (iii) includes practical advice to support the drafting of technical scopes, quality questions, and flexible contracts. Although drafted in a highways context, the Toolkit’s lessons are also applicable across other sectors.
