The UK Government aims for at least 99% of premises to have gigabit‑capable broadband by 2032. However, securing wayleaves—legal agreements allowing access to private land and buildings—remains a major barrier. Over 20% of properties depend on wayleaves, and without them many homes, especially flats, new developments, and properties away from public highways, cannot be upgraded. This leads to premises being removed from full‑fibre build plans and rising complaints from residents and businesses.

Although agreeing to wayleaves brings clear benefits, including future‑proof connectivity and increased property value, telecoms operators continue to report significant challenges in obtaining consent from private landlords, landowners and housing authorities. As a result, more properties are missing out on essential gigabit‑capable connections.

Following a seminar at Connected Britain 2025, ADEPT, INCA* and Netomnia have published a paper to highlight the scale of the problem, raise awareness, and call for further action.
