ADEPT Live Labs 2 Pledge – launched 23rd April 2025, Westminster UK

A commitment to decarbonising local roads in the UK

ADEPT Live Labs 2: Decarbonising Local Roads in the UK is a three-year, UK-wide £30 million programme funded by the Department for Transport that aims to decarbonise the local highways infrastructure network.

This Pledge represents our shared responsibility as those in a position to champion and power innovation, collaboration and evidence-based decision making in our organisations, influencing the wider sector in our collective journey.

As ADEPT Live Labs 2 passes its halfway milestone, we the undersigned, affirm our commitment to driving the transformation of local highways and infrastructure towards a low carbon future.

Our commitment

We pledge to:

  • Make evidence-based choices to reduce carbon in our design, construction, and maintenance activities, ensuring that sustainability is embedded in every stage of infrastructure delivery.
  • Stay informed and engaged with industry developments and innovations, both individually and organisationally, to ensure we are equipped to make informed low carbon decisions.
  • Be active ambassadors within our organisations and beyond, fostering behavioural change, promoting agility and embedding new ways of working as the foundation of a transformed, decarbonised ‘business as usual’ approach.
  • Collaborate consistently and transparently across the sector, sharing knowledge, best practice and insights to drive collective progress, rather than competition.
  • Accelerate change beyond our organisations with the evidence and learnings from Live Labs 2, to make carbon reduction Business As Usual.
  • Value the positive community impact of change to local roads’ infrastructure towards low carbon.
  • Report annually during the programme’s Monitoring and Evaluation stage, on actions taken.

This Pledge is not just a statement of intent, but a commitment to action. It is aimed at the organisations, practitioners and delivery partners who have the ability to implement real change. While recognising the invaluable role of policymakers and funders, this document is focused on those actively shaping the low carbon local highways of the future.

By signing below, we demonstrate our collective resolve to champion the principles of Live Labs 2 and lay the groundwork for the continued evolution of sustainable highways and infrastructure.
