Carbon Leadership Programme

The ADEPT Carbon Leadership Programme is a fully funded programme, supported by the Department for Transport, designed to help local highway authorities save money and increase efficiencies by measuring and identifying how to reduce carbon emissions. 

The programme has evolved from research undertaken by Proving Services on behalf of the Future Highways Research Group and further refined through the Live Labs 2 programme. 

It provides a simple, evidence-based framework to understand where changes to highway construction and maintenance activities could have the greatest impact. As a DfT funded programme, the aim is to enable all local highway authorities across England to participate.  

Key features

By taking part, the Carbon Leadership Programme will allow local highway authorities to:

  • improve efficiency and build resilience across their services.
  • identify opportunities to save money and streamline resources.
  • show accountability and leadership by building more efficient, sustainable infrastructure.
  • access peer learning and tailored support.
  • work collaboratively towards national carbon reduction targets. 

About the programme

The programme consists of two modules:

  • Carbon Footprint Assessment (CFA)
  • Best Practice Carbon Assessment (BPCA)

Combined, these assessments can be used to define practical steps towards reducing the emissions and increasing the efficiencies of local highways services.

The programme’s process has been designed to answer two key questions: 

  1. What is our current carbon footprint?
  2. What are we doing to improve operational efficiencies and reduce future carbon emissions? In addition, what can we learn from others to help us do more?
