This report sets out how highways inspections can significantly reduce travel‑related CO₂ emissions while improving efficiency and collaboration. Delivered as part of Live Labs 2, the review uses Lean methodology to examine planned and reactive inspections across the full lifecycle, identifying where unnecessary travel and duplication occur. The findings show that the greatest carbon savings come from managing demand better, improving planning and coordination, and reducing the need for site visits through smarter triage and remote assessment. A prioritised programme of quick wins and longer‑term changes provides a practical, transferable pathway to cut emissions, save time and support a more sustainable highways service.
